If we don’t want an illicit market, we need to ensure that the legal one remains viable. That doesn’t mean windfalls and easy profits, though.
Finally, all five members of the Cannabis Act Review have been named. The Chair, Morris Rosenberg, a retired but formerly highly placed federal civil servant, was put forward when the review was announced in September. There was nothing about the other members until late last month.
The review has started a year later than stipulated in the Act. The Act imposes an 18-month deadline on the review. Over two months have elapsed since the initial announcement. The panel will have to keep its eye on the clock, lest it come to be known mostly for bad timing.
